I don't think u can compare orange with apple.
To provide spare parts is to ensure the engine/machine operation continuety. To provide materials/inventory is to ensure production continuety. Each serves different purposes, thus should not be compared in a straight ratio like u ask for.
However, you can treat spare parts as inventory for maintenance operation requests. If your company enforce preventive maintenance, you can forecast your spareparts requirement (MRP for maintenance) .
Spare parts are also required for unplanned repairs. You can look at the history of spare parts requirement and decide at what service level will u provide the spare parts. Just like deciding the safety stock (buffer) for materials inventory.
Once u got the numbers, probabbly you can count the ratio yourself for the company. Eventhough, I donot advise that for standard practises.
