How Many Toilets Per Person Do You Need in an Office?

The number of toilets you will need for an office space is covered under Regulation 20 of the Workplace (Health, Safety and Welfare) Regulations 1992. The regulation states that there is a minimum number of separate sanitary facilities that you must provide for your employees. These numbers vary, depending on the size of your workforce and the ratio of female to male workers.


If your workforce is entirely female or a mixed group, there must be:

  • One toilet and one washbasin for 1-5 people
  • Two toilets and two washbasins for between 6-25 people
  • Three toilets and three washbasins for 26-50 people
  • Four toilets and four washbasins for 51-75 people
  • Five toilets and five washbasins for 76-100 people

If your workforce is entirely male, you should provide:

  • One toilet and one urinal for 1-15 people
  • Two toilets and one urinal for 16-30 people
  • Two toilets and two urinals for 31-45 people
  • Three toilets and two urinals for 46-60 people
  • Three toilets and three urinals for 61-75 people
  • Four toilets and three urinals for 76-90 people
  • Four toilets and four urinals for 91-100 people

Under the Equality Act 2010, your firm will also have a duty to ensure that it is providing accessible toilet facilities to all employees, in locations where those with mobility issues or other impairments can most easily reach them. These toilets can be unisex, and should ideally be unisex if they are accessible to the public as well as to your staff. It is also preferential if these toilets are exclusively for the use of those who require their additional features and facilities.

If your workers are based at a temporary site, working remotely or at a place without a water supply, it will also be your duty to ensure that there are portable toilets and suitable water containers at their current workplace.

How Many Toilets Per Person Do You Need in Shops and Shopping Centres?

For public buildings such as shops and shopping centres with a retail area in excess of 1,000m2, there should be:

  • One toilet per 500 male customers, plus one per every additional 1,000 male customers, or part thereof
  • One toilet per 500 female customers, plus one per every additional 200 female customers, or part thereof
  • Two urinals for up to 500 male customers, plus one for every additional 500 male customers, or part thereof
  • One washbasin for one male toilet, plus one for every five urinals
  • One washbasin for one female toilet, plus one for every two extra female toilets


How Many Toilets Per Person Do You Need in a School or Educational Facility?

The minimum number of school toilets you will be expected to provide depends on the age and schooling level of the pupils. As such, we have split up the number of sanitary appliances for each stage:


For Nurseries (Pupils Aged 3-5)

  • There should be one toilet per 10 pupils or part thereof, but no less than four
  • There should be one washbasin for every toilet
  • There should be one deep sink, bath or shower per 40 pupils

For Primary Schools (Pupils Aged 4-11)

  • There should be one toilet per 10 pupils aged under five years, and one per 15 pupils aged over five years, or part thereof. No more than 2/3rds of boys’ appliances should be urinals
  • There should be one washbasin for every toilet and urinal, which they should be fitted close to

For Secondary Schools (Pupils Aged 11+)

  • For boys’ washroom facilities, there should be one toilet and a urinal for every 20 pupils, or part thereof. No more than 2/3rds of their appliances should be urinals
  • For girls’ washroom facilities, there should be one toilet for every 20 pupils, or part thereof
  • There should be one washbasin for every toilet or urinal, up to three appliances. Where there are more than three appliances, there should be two washbasins
  • There should be separate staff toilets and facilities in accordance with the regulations set out for office buildings and other workplaces, though facilities for disabled staff members may be shared with pupils.


Where pupils are aged eight or over, changing rooms and sanitary facilities for PE staff should be in addition to and separate from the facilities provided for pupils.

How Many Toilets Per Person Do You Need in a Leisure Centre with a Swimming Pool?

For a leisure centre with a swimming pool, there should be:

  • Two toilets for up to 100 male users, plus one more for every additional 100 male users, or part thereof
  • One toilet for five female users, up to 50 users. There should then be one more toilet provided for every additional 10 female users, up to 100 users, or part thereof. After this, there should be one more toilet for every 50 users after this, or part thereof
  • One urinal for every 20 male users, up to 100 users. There should then be one extra urinal provided for every 80 users that come after this, or part thereof
  • There should be one washbasin for every toilet, plus one more washbasin for every five urinals
  • One shower for every 10 male users, or part thereof
  • One shower for every 10 female users, or part thereof

How Many Toilets Per Person Do You Need in a Public Building?

For a public building where most toilet use will be during intervals, or after a certain number of hours (such as stadiums, concert halls, theatres or cinemas), you should provide:

  • Two toilets for up to 250 male visitors, plus one more for every additional 250 male visitors, or part thereof
  • Two toilets for up to 20 female visitors, plus one more for every additional 20 female visitors, up to 500 female visitors in total. Once this number has been reached, there should be an extra toilet provided for every further 25 female visitors, or part thereof
  • Two urinals for up to 50 male visitors, plus one more for every additional 50 male visitors, or part thereof
  • One washbasin per toilet for male visitors and in addition, one urinal for every five urinals, or part thereof
  • One washbasin per toilet for female visitors, plus one for every two additional toilets for female visitors, or part thereof

There are also minimum numbers of sanitary conveniences that must be provided for public buildings where most use does not depend on an interval, such as libraries, museums and exhibition centres:

  • There should be one toilet provided per every 250 male visitors, plus one for every additional 500 male visitors, or part thereof. Male toilet provision should be half of the female visitor provision where urinals are not used
  • There should be two toilets provided for up to 40 female visitors, three toilets for up to 70 female visitors, four toilets for up to 100 female visitors, and one extra provided for every 50 female visitors after this, or part thereof
  • There should be one urinal for every 50 male visitors, up to 100 male visitors in total, and then one more urinal for every additional 100 male visitors after this, or part thereof
  • There should be one washbasin for every male toilet provided, plus one more for every five urinals, or part thereof
  • There should be one washbasin for every female toilet provided, plus one more for every two more toilets provided, or part thereof


How Many Toilets Per Person Do You Need in a Bar, Pub, Nightclub or Restaurant?

In a building where seating is provided for eating and drinking, such as a restaurant or food court, the minimum number of toilets you should provide per person are listed as follows:

  • Two toilets for up to 150 male guests, plus one for every additional 250 male guests, or part thereof. There should be two toilets for every 50 male guests if urinals are not provided
  • Two toilets for up to 30 female guests, plus one for every additional 30 female guests or part thereof. This number extends up to 120 female guests, with one toilet being provided for every 60 female guests after this
  • One urinal for every 60 male guests or part thereof, up to 120 male guests in total. After this, one more urinal should be provided for every additional 100 male guests, or part thereof
  • There should be one washbasin for every male toilet, plus one more for every five urinals, or part thereof
  • There should be one washbasin for every female toilet


For licensed pubs, bars, nightclubs and discotheques, there should be:

  • Two toilets for up to 150 male guests, plus one for every additional 200 male guests, or part thereof. There should be two toilets for up to 40 male guests if urinals are not provided
  • Two toilets for up to 25 female guests, plus one for every additional 25 female guests or part thereof after this. This extends up to 200 female guests. Once this number has been reached, there should be an additional toilet for every 35 female guests, or part thereof
  • One urinal for every 50 male guests, up to 200 male guests in total, plus one for every additional 70 male guests or part thereof after this
  • One washbasin per male toilet, plus one for every five urinals or part thereof
  • One washbasin per female toilet, plus one additional washbasin for every two female toilets after this, or part thereof


How Many Toilets Per Person Do You Need in a Religious Building?

It is common for a church or other house of worship, such as a synagogue, mosque, temple or gurdwara, to have one unisex facility. Some may not even have a toilet at all, but if you require facilities for your place of worship it will usually be recommended that separate facilities are built for both men and women. Additional facilities should also be provided for disabled visitors.

The exact number of toilets that should be provided will depend on the number of people that use the premises:

  • In a church or other religious building where there are up to five members of staff and volunteers, one toilet should be provided
  • Two toilets should be provided in a church or other religious building where there are up to 25 people using the premises

After this time, the number will increase further, depending on the number of staff and volunteers present. Additional facilities may be required for the building’s congregation, as well as the public.


How Many Toilets Per Person Do You Need in a Hostel, Guest House or Bed and Breakfast?

The regulations on how many toilets you will need per person for a hostel, guest house or bed and breakfast vary, depending on the area you are planning on carrying out work in.

To give an example in the city of Preston and the surrounding areas, the regulations for hostels are as follows:

  • One toilet should be provided for every 1-6 guests
  • Two toilets should be provided for every 7-12 guests
  • Three toilets should be provided for every 13-18 guests
  • Each of these toilets should also have a washbasin provided nearby
